How can I edit pictures to get this type of look?

theres always photobucket.... i do mine manually in a program and not a site...if you just want to do the look just go with a site....if you want to do more and make it look like art, you have to use a program...either gimp or photoshop are the top 2...one is free the other is around 700 dollars...
